Normal CD music is recorded at 1411.2 kbit/s, whereas MP3 is recorded at much lower rates. 320 kbit/s is considered very good quality.
Many games use MP3 for in-game music and speech, and many use the LAME Open Source encoder which you can find in the C Code Library.
